為深(shen)入(ru)貫徹落實習近平總書記關于安(an)全工作的重要(yao)指示批(pi)示精神,加強隱患(huan)排(pai)查和整改(gai)落實,優化道路(lu)運(yun)輸(shu)營商(shang)環境,統(tong)籌推進“放管服”改(gai)革,不(bu)斷(duan)提(ti)升道路(lu)運(yun)輸(shu)安(an)全發(fa)展水平。經交通運(yun)輸(shu)部同意,現就有關事項通知如下(xia):
一、進一步加強安全隱患排查整治
2019年(nian)9月28日,一(yi)輛(liang)河南籍大客車在長深高速江蘇無(wu)錫段因爆胎失控穿越中央隔離護欄(lan)后(hou),與(yu)對向一(yi)輛(liang)正(zheng)常行駛(shi)的重型貨車碰撞,造成36人死亡、36人受(shou)傷(shang)。事故發生(sheng)后(hou),部第一(yi)時(shi)間下發了(le)警示(shi)通報,要求(qiu)各地認真汲取事故教訓,迅速開展隱患排查治理(li),嚴(yan)厲打擊(ji)非法營運,抓好重點領域(yu)安(an)全監(jian)管(guan)。
目前,事(shi)(shi)故調(diao)查(cha)工(gong)作(zuo)已基本結束(shu),各(ge)地交(jiao)(jiao)通運(yun)(yun)(yun)(yun)輸(shu)主(zhu)(zhu)管(guan)(guan)部門(men)(men)要在(zai)(zai)完成(cheng)好既有(you)部署工(gong)作(zuo)基礎上,針對(dui)(dui)(dui)事(shi)(shi)故暴露出(chu)的(de)突出(chu)問題,進一(yi)(yi)步加(jia)(jia)(jia)(jia)強(qiang)(qiang)隱(yin)患排查(cha)整(zheng)治工(gong)作(zuo)。要主(zhu)(zhu)動(dong)會(hui)同(tong)市場監(jian)管(guan)(guan)部門(men)(men),全(quan)(quan)(quan)(quan)面(mian)排查(cha)整(zheng)治企(qi)(qi)業(ye)營(ying)(ying)(ying)業(ye)執照經(jing)營(ying)(ying)(ying)范(fan)圍和企(qi)(qi)業(ye)名(ming)稱涉(she)及(ji)道(dao)路客(ke)(ke)運(yun)(yun)(yun)(yun)但未辦(ban)理道(dao)路運(yun)(yun)(yun)(yun)輸(shu)經(jing)營(ying)(ying)(ying)許可的(de)企(qi)(qi)業(ye),加(jia)(jia)(jia)(jia)強(qiang)(qiang)部門(men)(men)間信(xin)(xin)息共(gong)享(xiang),提(ti)升信(xin)(xin)息共(gong)享(xiang)的(de)及(ji)時性(xing)(xing)和精(jing)準性(xing)(xing),對(dui)(dui)(dui)不符合道(dao)路運(yun)(yun)(yun)(yun)輸(shu)經(jing)營(ying)(ying)(ying)許可條(tiao)件的(de),要將有(you)關(guan)企(qi)(qi)業(ye)信(xin)(xin)息抄送(song)市場監(jian)管(guan)(guan)部門(men)(men),并建(jian)議調(diao)整(zheng)營(ying)(ying)(ying)業(ye)執照經(jing)營(ying)(ying)(ying)范(fan)圍和企(qi)(qi)業(ye)名(ming)稱。要主(zhu)(zhu)動(dong)會(hui)同(tong)公(gong)(gong)安(an)交(jiao)(jiao)管(guan)(guan)部門(men)(men),全(quan)(quan)(quan)(quan)面(mian)排查(cha)整(zheng)治行(xing)(xing)駛證登(deng)(deng)記中(zhong)車(che)(che)輛使(shi)用性(xing)(xing)質涉(she)及(ji)道(dao)路客(ke)(ke)運(yun)(yun)(yun)(yun)和營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)的(de)車(che)(che)輛,加(jia)(jia)(jia)(jia)強(qiang)(qiang)信(xin)(xin)息比對(dui)(dui)(dui),對(dui)(dui)(dui)于行(xing)(xing)駛證登(deng)(deng)記為(wei)營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)性(xing)(xing)質但未辦(ban)理道(dao)路運(yun)(yun)(yun)(yun)輸(shu)證的(de)車(che)(che)輛,督(du)促經(jing)營(ying)(ying)(ying)者加(jia)(jia)(jia)(jia)快申請,如符合條(tiao)件,加(jia)(jia)(jia)(jia)快辦(ban)理,如不符合條(tiao)件,將有(you)關(guan)車(che)(che)輛信(xin)(xin)息抄送(song)公(gong)(gong)安(an)交(jiao)(jiao)管(guan)(guan)部門(men)(men),并建(jian)議行(xing)(xing)駛證標注的(de)使(shi)用性(xing)(xing)質調(diao)整(zheng)為(wei)非營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)。要提(ti)請當地人(ren)民政府指導有(you)關(guan)部門(men)(men)加(jia)(jia)(jia)(jia)快建(jian)立(li)完善轉籍(ji)過戶和轉變使(shi)用性(xing)(xing)質的(de)大(da)中(zhong)型客(ke)(ke)車(che)(che)登(deng)(deng)記聯(lian)合審核或信(xin)(xin)息交(jiao)(jiao)換(huan)機制(zhi)(zhi),從嚴控制(zhi)(zhi)大(da)中(zhong)型客(ke)(ke)車(che)(che)“營(ying)(ying)(ying)轉非”“非轉營(ying)(ying)(ying)”等使(shi)用性(xing)(xing)質變更(geng)以及(ji)注冊登(deng)(deng)記到(dao)個人(ren)名(ming)下(xia)。要主(zhu)(zhu)動(dong)會(hui)同(tong)公(gong)(gong)安(an)交(jiao)(jiao)管(guan)(guan)部門(men)(men),全(quan)(quan)(quan)(quan)面(mian)開展道(dao)路客(ke)(ke)運(yun)(yun)(yun)(yun)市場非法(fa)營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)和“兩客(ke)(ke)一(yi)(yi)危”車(che)(che)輛超(chao)速整(zheng)治。加(jia)(jia)(jia)(jia)強(qiang)(qiang)對(dui)(dui)(dui)旅客(ke)(ke)集散地、客(ke)(ke)運(yun)(yun)(yun)(yun)站點、高速公(gong)(gong)路收費站及(ji)重(zhong)(zhong)(zhong)要交(jiao)(jiao)通樞(shu)紐公(gong)(gong)路路口道(dao)路客(ke)(ke)運(yun)(yun)(yun)(yun)經(jing)營(ying)(ying)(ying)活動(dong)監(jian)督(du)檢(jian)查(cha),并建(jian)立(li)非法(fa)營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)舉報查(cha)處機制(zhi)(zhi),嚴厲(li)打擊非法(fa)營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)行(xing)(xing)為(wei)。要對(dui)(dui)(dui)公(gong)(gong)安(an)交(jiao)(jiao)管(guan)(guan)部門(men)(men)開放全(quan)(quan)(quan)(quan)國重(zhong)(zhong)(zhong)點營(ying)(ying)(ying)運(yun)(yun)(yun)(yun)車(che)(che)輛聯(lian)網聯(lian)控系統,或者定期(qi)匯(hui)總“兩客(ke)(ke)一(yi)(yi)危”車(che)(che)輛超(chao)速行(xing)(xing)駛情況,抄送(song)公(gong)(gong)安(an)交(jiao)(jiao)管(guan)(guan)部門(men)(men)處置。要主(zhu)(zhu)動(dong)會(hui)同(tong)應急管(guan)(guan)理等部門(men)(men),加(jia)(jia)(jia)(jia)強(qiang)(qiang)安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產失(shi)(shi)信(xin)(xin)聯(lian)合懲戒(jie)。健全(quan)(quan)(quan)(quan)道(dao)路運(yun)(yun)(yun)(yun)輸(shu)領域舉報重(zhong)(zhong)(zhong)大(da)事(shi)(shi)故隱(yin)患和安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產違法(fa)行(xing)(xing)為(wei)的(de)獎勵制(zhi)(zhi)度(du)。對(dui)(dui)(dui)發生(sheng)(sheng)生(sheng)(sheng)產安(an)全(quan)(quan)(quan)(quan)事(shi)(shi)故、存在(zai)(zai)重(zhong)(zhong)(zhong)大(da)安(an)全(quan)(quan)(quan)(quan)隱(yin)患拒(ju)不整(zheng)改的(de)企(qi)(qi)業(ye)及(ji)其(qi)主(zhu)(zhu)要負責(ze)人(ren),實施安(an)全(quan)(quan)(quan)(quan)生(sheng)(sheng)產失(shi)(shi)信(xin)(xin)聯(lian)合懲戒(jie)。
二、進一步提升(sheng)道(dao)路運(yun)輸車輛(liang)技術性能
為提升營運(yun)車(che)輛(liang)安(an)(an)全(quan)性能(neng)(neng),健全(quan)車(che)輛(liang)技術(shu)管理標準體(ti)系,部(bu)制定發(fa)布了(le)《營運(yun)貨車(che)安(an)(an)全(quan)技術(shu)條件 第2部(bu)分:牽引車(che)輛(liang)與掛(gua)車(che)》(JT/T 1178.2—2019)。各地交(jiao)通運(yun)輸主(zhu)管部(bu)門要(yao)以道(dao)路(lu)運(yun)輸車(che)輛(liang)達標管理為載(zai)體(ti),認真抓好系列標準的貫徹實施(shi),不斷(duan)提升道(dao)路(lu)運(yun)輸車(che)輛(liang)的安(an)(an)全(quan)運(yun)營、節能(neng)(neng)減排和(he)優質服(fu)務水平。要(yao)引導車(che)輛(liang)生(sheng)產(chan)企業(ye)和(he)社(she)會(hui)化(hua)檢測(ce)機構(gou),特(te)別是(shi)牽引車(che)和(he)掛(gua)車(che)生(sheng)產(chan)企業(ye),積極做好營運(yun)車(che)輛(liang)達標車(che)型(xing)檢測(ce)、申報(bao)、審查(cha)、發(fa)布和(he)實車(che)核查(cha)工(gong)(gong)作(zuo)。要(yao)加快(kuai)推進道(dao)路(lu)運(yun)輸車(che)輛(liang)達標核查(cha)信息化(hua)建設,提升核查(cha)工(gong)(gong)作(zuo)質量和(he)效率,切實提高履(lv)職盡責能(neng)(neng)力(li)。要(yao)按(an)照“雙隨機、一公開”工(gong)(gong)作(zuo)部(bu)署(shu),加強(qiang)道(dao)路(lu)運(yun)輸車(che)輛(liang)實車(che)核查(cha)監督檢查(cha),把好道(dao)路(lu)運(yun)輸車(che)輛(liang)安(an)(an)全(quan)節能(neng)(neng)準入關。
三、改(gai)革道(dao)路運(yun)輸車輛動態監(jian)管標準符合性審(shen)查制度
為(wei)進(jin)一步優化道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)行業(ye)營商環境,部(bu)(bu)決(jue)定(ding)(ding)(ding)廢止《交通運(yun)輸(shu)(shu)(shu)部(bu)(bu)辦公廳關于(yu)印發(fa)(fa)〈道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端和(he)平(ping)臺(tai)標(biao)(biao)準符(fu)(fu)合(he)性技術審(shen)查工作(zuo)規范〉的(de)通知》(交辦運(yun)〔2017〕16號),改(gai)革道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端和(he)平(ping)臺(tai)標(biao)(biao)準符(fu)(fu)合(he)性技術審(shen)查制度。具備道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端檢(jian)測能力、依法(fa)取得(de)市場(chang)監(jian)(jian)管(guan)部(bu)(bu)門頒發(fa)(fa)的(de)相關資質認定(ding)(ding)(ding)證書的(de)檢(jian)測機(ji)構(gou),均可開(kai)展車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端檢(jian)測業(ye)務(wu),并(bing)對出具的(de)檢(jian)測報告負責。車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端產品應(ying)符(fu)(fu)合(he)《道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)車(che)(che)(che)載(zai)(zai)(zai)終(zhong)(zhong)端技術要(yao)(yao)求》《汽車(che)(che)(che)行駛(shi)記(ji)錄儀》等相關標(biao)(biao)準要(yao)(yao)求并(bing)檢(jian)驗合(he)格(ge)。道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)平(ping)臺(tai)不再要(yao)(yao)求取得(de)檢(jian)測報告。新(xin)建設的(de)道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)企業(ye)監(jian)(jian)控平(ping)臺(tai)或(huo)社會(hui)化監(jian)(jian)控平(ping)臺(tai),應(ying)按照(zhao)(zhao)《道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)平(ping)臺(tai)技術要(yao)(yao)求》《道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛衛星定(ding)(ding)(ding)位(wei)系(xi)(xi)統(tong)平(ping)臺(tai)數據(ju)交換》等相關標(biao)(biao)準的(de)要(yao)(yao)求做(zuo)好設計開(kai)發(fa)(fa),按照(zhao)(zhao)《道(dao)(dao)(dao)路(lu)運(yun)輸(shu)(shu)(shu)車(che)(che)(che)輛動態監(jian)(jian)督管(guan)理辦法(fa)》要(yao)(yao)求做(zuo)好備案。
按照“雙隨機、一公(gong)開(kai)”工作部(bu)署,部(bu)將加大(da)車載(zai)(zai)終(zhong)端(duan)產品質量監(jian)(jian)督抽查力度,抽查結果及時向(xiang)社會(hui)公(gong)布(bu)。省級交通(tong)運輸(shu)(shu)主管(guan)部(bu)門(men)應當(dang)完善道路運輸(shu)(shu)車輛(liang)(liang)衛星定(ding)(ding)位系統平臺備案制度,建立車載(zai)(zai)終(zhong)端(duan)和(he)系統平臺黑名單制度,會(hui)同有關部(bu)門(men)按規定(ding)(ding)對(dui)日(ri)常監(jian)(jian)督中發現的(de)具有嚴重質量問題的(de)車載(zai)(zai)終(zhong)端(duan)和(he)存在違(wei)法違(wei)規行(xing)為的(de)系統平臺實施(shi)聯合懲(cheng)戒。各地交通(tong)運輸(shu)(shu)主管(guan)部(bu)門(men)不得指定(ding)(ding)或者(zhe)變相(xiang)指定(ding)(ding)動態(tai)監(jian)(jian)控(kong)服務(wu)商,不得將動態(tai)監(jian)(jian)控(kong)服務(wu)商選擇及服務(wu)費用繳納情(qing)況與車輛(liang)(liang)年(nian)審綁定(ding)(ding),不得指定(ding)(ding)或者(zhe)變相(xiang)指定(ding)(ding)檢測(ce)機構開(kai)展(zhan)車載(zai)(zai)終(zhong)端(duan)產品檢測(ce)業(ye)務(wu)。
各地交(jiao)通運(yun)(yun)輸(shu)(shu)主(zhu)管部門(men)要(yao)抓好《道路(lu)(lu)運(yun)(yun)輸(shu)(shu)車(che)(che)輛衛(wei)(wei)星定(ding)位(wei)系(xi)統(tong)車(che)(che)載(zai)終(zhong)端(duan)技術(shu)要(yao)求(qiu)》(JT/T794—2019)等道路(lu)(lu)運(yun)(yun)輸(shu)(shu)車(che)(che)輛衛(wei)(wei)星定(ding)位(wei)系(xi)統(tong)相關(guan)標(biao)準(zhun)(zhun)(以下簡稱2019版(ban)(ban)標(biao)準(zhun)(zhun))的(de)(de)宣(xuan)貫和組織(zhi)實施工作(zuo)。新申報道路(lu)(lu)運(yun)(yun)輸(shu)(shu)車(che)(che)輛達標(biao)車(che)(che)型(xing)所配置的(de)(de)衛(wei)(wei)星定(ding)位(wei)系(xi)統(tong)車(che)(che)載(zai)終(zhong)端(duan)應(ying)符(fu)合(he)2019版(ban)(ban)標(biao)準(zhun)(zhun)要(yao)求(qiu)。新建的(de)(de)道路(lu)(lu)運(yun)(yun)輸(shu)(shu)企業監(jian)控(kong)平(ping)(ping)臺和社會化監(jian)控(kong)平(ping)(ping)臺應(ying)滿(man)足(zu)2019版(ban)(ban)標(biao)準(zhun)(zhun),同時兼容之(zhi)(zhi)前投(tou)入(ru)運(yun)(yun)行(xing)的(de)(de)系(xi)統(tong)平(ping)(ping)臺和車(che)(che)載(zai)終(zhong)端(duan)。2019版(ban)(ban)標(biao)準(zhun)(zhun)實施前已經安裝(zhuang)入(ru)網的(de)(de)車(che)(che)載(zai)終(zhong)端(duan),原則上(shang)采用軟(ruan)件技術(shu)升級(ji)方式進行(xing)改(gai)造,不得要(yao)求(qiu)強制更換。2019版(ban)(ban)標(biao)準(zhun)(zhun)實施前已建設運(yun)(yun)行(xing)的(de)(de)道路(lu)(lu)運(yun)(yun)輸(shu)(shu)企業監(jian)控(kong)平(ping)(ping)臺、社會化監(jian)控(kong)平(ping)(ping)臺(含全國(guo)道路(lu)(lu)貨運(yun)(yun)車(che)(che)輛公共(gong)監(jian)管與服務平(ping)(ping)臺)和各地交(jiao)通運(yun)(yun)輸(shu)(shu)主(zhu)管部門(men)的(de)(de)監(jian)管平(ping)(ping)臺,應(ying)逐步按照(zhao)2019版(ban)(ban)標(biao)準(zhun)(zhun)進行(xing)技術(shu)升級(ji)并兼容之(zhi)(zhi)前的(de)(de)系(xi)統(tong)平(ping)(ping)臺及車(che)(che)載(zai)終(zhong)端(duan)。
四(si)、進一步加快智能(neng)視頻(pin)監控報警裝置安裝
各地交(jiao)通(tong)運輸主(zhu)(zhu)管(guan)部(bu)門要嚴格按照國家有關規(gui)定和《交(jiao)通(tong)運輸部(bu)辦公廳關于推廣應(ying)用(yong)智(zhi)(zhi)能視(shi)頻(pin)(pin)監控(kong)報(bao)警技術的(de)通(tong)知》(交(jiao)辦運〔2018〕115號(hao))、《交(jiao)通(tong)運輸部(bu)關于認真貫徹習近(jin)平總書(shu)記重(zhong)要指(zhi)示(shi)批示(shi)精神開展冬季公路水(shui)路安(an)(an)(an)(an)全(quan)生(sheng)產行(xing)動(dong)的(de)通(tong)知》(交(jiao)安(an)(an)(an)(an)監發(fa)〔2018〕169號(hao))等(deng)文(wen)件要求,堅持(chi)政府(fu)引導(dao)(dao)(dao)、市場主(zhu)(zhu)導(dao)(dao)(dao)、企(qi)業主(zhu)(zhu)體的(de)原則,依法(fa)(fa)依規(gui)推進智(zhi)(zhi)能視(shi)頻(pin)(pin)監控(kong)報(bao)警裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)(zhi)的(de)安(an)(an)(an)(an)裝(zhuang)(zhuang)(zhuang)(zhuang)工(gong)作。不(bu)得(de)強(qiang)制指(zhi)定服務商和產品型(xing)號(hao),不(bu)得(de)將智(zhi)(zhi)能視(shi)頻(pin)(pin)監控(kong)報(bao)警裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)(zhi)的(de)安(an)(an)(an)(an)裝(zhuang)(zhuang)(zhuang)(zhuang)與車輛審驗等(deng)業務管(guan)理工(gong)作關聯(lian),不(bu)得(de)擅(shan)自(zi)變(bian)更車輛審驗條件。要指(zhi)導(dao)(dao)(dao)運輸企(qi)業用(yong)好智(zhi)(zhi)能視(shi)頻(pin)(pin)監控(kong)報(bao)警裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)(zhi),發(fa)揮好智(zhi)(zhi)能視(shi)頻(pin)(pin)監控(kong)報(bao)警裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)(zhi)在自(zi)動(dong)識別、自(zi)動(dong)提(ti)醒、自(zi)動(dong)糾正(zheng)駕(jia)(jia)駛員不(bu)安(an)(an)(an)(an)全(quan)駕(jia)(jia)駛行(xing)為方(fang)面的(de)作用(yong),提(ti)升(sheng)道路運輸車輛安(an)(an)(an)(an)全(quan)科技保障能力,從源頭預防和減少駕(jia)(jia)駛員違法(fa)(fa)違規(gui)導(dao)(dao)(dao)致的(de)道路運輸安(an)(an)(an)(an)全(quan)生(sheng)產事故。
